More rollover changes

There are more changes are in the works for the rollover policy. It includes key employee status for high ranking positions in the financial sector, giving them an extra two years and qualifying them for residency.
Any changes to the rollover policy have to comply with the European Convention Law and Government is also looking to see if shortening the 12-month break after seven years will be allowed.
